2 social workers charged in connection with 3-year-old's death

- Authorities are charging two social workers in connection with the death of a 3-year-old Detroit boy earlier this year.

The body of Aaron Minor was found decomposing on a bed in his family's apartment by a maintenance man back in May 2016. A police source said the maintenance man smelled an odor coming from an apartment and he used his key to get inside.

Shortly after Aaron's body was found, his mother was located in a psychiatric ward at a nearby hospital.

The boy's mother, 28-year-old Deanna Minor, has been arrested and faces murder and child abuse charges. She's undergoing a competency hearing later this month.

Meanwhile, Prosecutor Kym Worthy believes two CPS workers were grossly negligent in Minor's case, which ultimately led to the boy's death.

Worthy is charging Elaina Brown, 24, and her supervisor Kelly Williams, 47, with involuntary manslaughter, second-degree child abuse and willful neglect of duty.

The child was found deceased on May 25, 2016. Worthy says CPS worker Brown received a referral from Deanna's mental health worker on April 21. Brown visited their house and determined there was inadequate food in the house. Authorities say Brown spoke with her supervisor, Williams, the next day, but never visited the mother again.

On May 9, authorities say Brown sent a letter asking the mother to contact CPS, but the mother did not.

The CPS policy and procedure requires that when a family cannot be located and there are allegations of imminent risk, the CPS worker must contact the police for a safety check and file a petition with the juvenile court. 

Authorities say Brown and Williams failed to do this, ultimately leading to Aaron's death.

Brown and Williams were arraigned on their charges Monday morning. They each received a $25,000 bond and are not allowed to be around children in their work capacity. They're both due back in court next week.
