Local veteran Rusty Carter honored for service overseas

It was 9/11 that inspired a little boy from Delaware County to join the United States Army 16 years ago.

Now at the age of 29, Rusty Carter has been honored by the Delaware County Veterans Memorial Association.

Rusty was sent to Afghanistan, near the Pakistan border, when just two months into his deployment, he suffered a traumatic brain injury. He was awarded the Purple Heart.

The injury left Rusty paralyzed from the chest down, and with limited use of his hands and fingers.
