Police: Woman turns herself in for Fairmount Park murder

- Philadelphia police say a person is in custody after a woman was found murdered in Fairmount Park last Tuesday morning. 

According to police, 39-year-old Shavon Armstrong aka Palliadium Smith, of Wilkes Barre, turned herself in at police headquarters. Police say she was charged with Murder, Criminal Conspiracy, Kidnapping, Robbery, and related offenses.

Homicide detectives and crime scene investigators arrived in the park just after 8 a.m. last Tuesday.  They found the body of a woman who had clearly been in a struggle and may have been tortured.

Police identified the victim as Toy Charda Bryant, 26, from Chester.

A couple on their way to work spotted the woman's body just off the 5300 block George's Hill Drive behind the Mann Center. They called 9-1-1.
 
"We believe this murder happened somewhere else and she was dumped at this location," said Captain Clark.

Police say the victim had several defensive wounds on her hands and arms. Her body may have been in the park for some 10 to 15 hours.

They described several tattoos on her body.

"She has three distinct tattoos; one of loyal across her chest, one of cash on her right wrist, and a rose tattoo on her right thigh," said Walker.
