ELSMERE, Del. (WTXF) - The Delaware State Fire Marshal’s office is investigating an explosion that happened early Monday morning in Elsmere, Delaware.
Investigators say it went off outside the home of a woman who lives on the 1300 block of Cypress Avenue. The woman was not hurt, but later in the day and a few blocks over there was another explosion. It was the ground-shaking controlled detonation of three reported pipe bombs from a house on the 700 block of Baltimore Avenue after they were retrieved by a robot.
Authorities were led there as sources say a neighbor near the first explosion saw a man running away.
Investigators say some the devices on Baltimore Avenue resembled the explosive used a few blocks away on Cypress.
Bomb experts dressed in protective gear as they went inside the house to gather evidence.
Police say Mark J. Consiglio, 48, was taken into custody and charged by state fire investigators with 3 counts of Manufacturing, Possession and Use of an Explosive Device—all felonies.
The Bureau of Alcohol, Tobacco, Firearms, and Explosives along with the Federal Bureau of Investigation were on the scene and assisted in the investigation.
