Police arrest 1 man, searching for another in two separate indecent exposure incidents

- Philadelphia Police have arrested one man and are searching for another in two separate indecent exposure incidents that occurred early Saturday.

The first incident took place on the Schuylkill River Trail at 7:28 a.m.

According to a 33-year-old male, he was riding his bicycle on the trail when he saw an unknown black male lying on the ground on the trail, in plain sight, with his private area exposed and partaking in a lewd act alone.

Officers surveyed the area and stopped a male fitting the flash information for investigation.

The male was positively identified and then later identified as 34-year-old Salin Smalley.

He has been charged with indecent exposure, open lewdness, and harassment.

The second incident took place at 7:45 a.m. also on the Schuylkill River Trail.

A female victim reported to police that while jogging on the trail, she saw a male with his pants down, partaking in a lewd act alone.

He is described as a stocky build Hispanic male in his late 30s to early 40s with black hair, wearing a grey jacket and carrying a backpack.

He fled up the steps onto JFK Boulevard.
