Chester County mom charged after allegedly injecting teen daughter and another teen with heroin

A Chester County mom has been arrested after she allegedly supplied and injected heroin into two juveniles, including her 14-year-old daughter.

34-year-old Jessica Lynn Riffey has been charged with drug and child abuse charges.

According to a criminal complaint, on October 1, 2015 police went to Riffey's residence for a wellness check on her 14-year-old daughter (Victim 1).

Police found both Victim 1 and a 16-year-old boy (Victim 2) at the residence.

Both victims told police that Riffey gave them heroin and injected them with the drug on multiple occasions at the residence during September 2015.

The victims said that Riffey tied a string around their upper arms to extrude their veins and then used a hypodermic needle to inject heroin into their veins.

Both victims also snorted heroin given to them by Riffey's boyfriend, according to the criminal complaint.

Riffey was arrested and charged with endangering the welfare of children, corruption of minors, drug delivery, and related charges. She was booked in Chester County Prison in lieu of $50,000 cash bail.

Chester County District Attorney Tom Hogan announced the charges on October 5. He said, "Supplying anyone with heroin is a potential death sentence. Injecting children, including your own daughter, with heroin demonstrates a depravity that defies belief."
