FBI Director: No Indication Archer Was Part of Organized Cell

- James B. Comey, the director of the FBI, addressed the threat to local law enforcement Thursday, following last week's shooting of Philadelphia Police Officer Jesse Hartnett. 


"We at the FBI level, through the joint terrorism task force, are investigating the attack as a terrorist attack," the director said. "We are working hard to recognize motives... and whether there may be others involved." 

"So far, we see no indication that he was part of an organized cell," or that there is any specific, subsequent threat of a "follow-on attack." Comey cautioned that he is limited in what he can say and that the investigation is not yet complete. The FBI is looking into, among other things, Archer's travels to foreign countries. 

Comey said that the bureau is "not looking for three other people." 

The director cautioned that this threat is very different from that of al-Qaeda, which targeted landmarks. Rather, the ISIS model is for "these savages in Syria" to motivate lone attackers. 

Comey added that he went to see Officer Hartnett during his visit to Philadelphia. 

The briefing was the third of the day on the subject, with Sen. Pat Toomey holding one and Sen. Bob Casey, along with Mayor Jim Kenney and Police Commissioner Richard Ross hosting the other.
