Should Philly pay its homeless $10 an hour to pick up trash?

The trash that litters the streets of Philadelphia has been well documented, and at times is actually hard to miss.

Meanwhile, homelessness continues to be an issue the city is constantly dealing with and looking for ways to resolve.

The city of Fort Worth, Texas came up with an idea that combats both of those problems. They started paying the homeless an hourly wage to clean up garbage around the city.

FOX 29's Hank Flynn took a closer look at the idea to see if it's something that might positively impact the city and the roughly 5,700 homeless who live in it.
