Man, 2 women charged in Fairmount Park murder

Police say three people have been charged after a woman was found in Fairmount Park face-down, shot, stabbed, and handcuffed last Tuesday.

Keith Bullock, a 32-year-old male from Chester, PA, was arrested on Wednesday, June 22, 2016, for his involvement in the murder of Toy Charda Bryant.

Bullock is charged with: Conspiracy to Commit Murder, Kidnapping and Unlawful Restraint.

Shavon Armstrong, of Wilkes Barre, turned herself in at Philadelphia Police Headquarters. She is charged with murder, kidnapping and other offenses. Police say Shintele Smith,28, was arrested Tuesday and charged with murder, criminal conspiracy, kidnapping, robbery, unlawful restraint and related offenses.

Police say Toy Charda Bryant, 26, of Chester, was killed and her body was left on George's Hill Drive in Fairmont Park.

"She was suffocated. She was stabbed multiple times in the back and ultimately shot one time in the head," said Philadelphia Homicide Captain James Clark.

Police also say she had several defensive wounds on her hands and arms, and her body may have been in the park for 10 to 15 hours before she was found by a couple on their way to work.

According to investigators, the two suspects and the victim all grew together up on Forwood Street in Chester. Investigators say the motive is Bryant owed her killer money.

"It was an 800 dollar debt from one female to another. She took it from a debt to murder. It just makes absolutely no sense," said Captain Clark. "I've seen a lot of brutal homicides. This is probably the most brutal I've seen committed by a female on a female."
