Victim ID'd in Center City Hit-and-Run

Philadelphia Police are investigating a deadly hit-and-run in Center City.

Police id'd the victim as 46-year-old Joseph Heard. Witnesses were stunned when they spotted the victim lying in the street at North Franklin and Race Streets Tuesday morning right across from police headquarters.

Police ID'd the victim as 46-year-old Joseph Heard. Police say the victim was crossing the street at the busy corner around 9:40 a.m. Tuesday, when he was struck by a bus in the crosswalk.

"He was walking east toward the river. A bus turned at the same time,a huge white tour bus struck the pedestrian, dragged him 50 feet and left the scene," said Philadelphia Police Captain John Wilczynski.

Police quickly found video of the accident captured by real time crime surveillance cameras mounted on police headquarters across from the accident scene.This is a busy crosswalk for pedestrians traversing the area between Old City, Chinatown and Center City. Residents who live nearby were shaken by the fatal accident.

Police located the suspected bus Tuesday afternoon.

"The suspected bus did arrive back from Washington DC in the last few minutes. We have officers down there inspecting the bus and talking to the driver to get more information and piece it together," said Captain Wilczynski.

Police have not released the name of the driver or the company that person works for.
