Charges dropped against Penns Grove officer accused of lewdness

- Charges have been dropped against a Penns Grove officer who was accused of exposing himself.

According to authorities, a thorough investigation was conducted of the events that allegedly occurred on March 29 at the Applebee’s in Pennsville Township, which included interviews of the 13-year-old and 9- year-old, interviews of the patrons, the bartender, the manager, waitresses and a review of all video evidence.
Investigators say the evidence revealed that Off-Duty Officer Minguez was in a stall in the bathroom urinating when the victims attempted to enter the stall at which time Officer Minguez turned around and the juveniles fled the bathroom.  The victims allege that Officer Minguez shook his penis and had a creepy look on his face.

Police say he exposed himself for the purpose of urinating, not sexual gratification.  At this point the allegations do not rise to the level of an indictable crime and the allegations of lewdness and disorderly conduct are being remanded to the Pennsville Municipal Court for adjudication, according to authorities.
