Police: Man accused of abusing boys bought used boys' underwear online

In Oxford, Pennsylvania man has been arrested and charged with sexually abusing two boys after police say they received a tip that he had been buying used boys' underwear online.

Pennsylvania State Police say they received a tip in early January that Robert Caesar, 55, had been purchasing used underwear and bathing suits on eBay. A short time after the original tip was received, a police report was filed alleging that Caesar sexually abused two boys.

The alleged abuse is said to have occurred over the course of at least two years between 2015 and 2017.

Caesar was arrested and charged with involuntary deviate sexual intercourse, indecent assault, endangering the welfare of a child, and unlawful contact with a minor in that case.

Following the investigation, police discovered a third victim who was allegedly assaulted by Caesar in 2016. Caesar was charged with indecent assault, endangering the welfare of a child, and unlawful contact with a minor in that case.

Investigators later conducted a search of Caesar's home and found approximately 100,000 images and videos of child pornography on his electronic devices, and he was charged with 200 counts of possession of child pornography.

State police say they have reason to believe there may be more victims that have not yet been identified, and noted that Caesar has lived in Philadelphia, as well as Colorado and Florida.

Anyone with information about any additional incidents is asked to contact the Pennsylvania State Police at (1-800-4PA-TIPS / 1-800-472-8477).
