An Upland Borough Councilman is under arrest, after he was accused of installing secret cameras and taking kickbacks.
County investigators claim Edward Mitchell was the mastermind of an alleged scheme of kickbacks on security systems and secret recordings that went on for years, in the tiny Delaware County town.
Mitchell's alleged partner is Tomas Willard, owner of Logan Technologies systems of Eddystone, Delaware County.
Investigators say Mitchell made sure Logan Technologies and Willard got nearly 1 million in Upland Security and surveillance equipment contracts, from 2009 to 2015. Willard would allegedly kickback as much as 10%-15% of the deal on highly inflated prices, to Councilman Mitchell.
On at least one occasion, Willard specifically remembers delivering a $5,000 envelope in cash to the Mitchell's home in Upland Borough. The District Attorney alleges Mitchell had secret audio and video recording devices installed in Bough Hall Council Chambers in an office, and says he made tapes.
Investigators were tipped when Upland's Mayor found the camera system back in March.
Then, there were dashcams for the police cars. Upland was billed $30,000 for those cameras, which never arrived. Mitchell allegedly instructed Logan Technologies to report them missing.
Mitchell's lawyer says his client is innocent. Both men were released on bond.
