Arrest made in allegedly intentional hit-and-run of Philadelphia father

According to FOX 29's Steve Keeley, 29-year-old Michael Colgan is accused of intentionally driving an SUV into 40-year-old Jason ?Jay? Panas on Jan. 28. Colgan was arrested a week after the deadly hit-and-run.
