Suspect in crash that killed troopers, civilian was stopped for speeding before crash, sources say

Sources say Jayana Tanae Webb, 21, was pulled over for speeding by the same two troopers she's accused of hitting and killing minutes later on the same highway. The stop lasted less than a minute after the officers were called away for a man walking on I-95, sources added.
