DA responds after video showing arrest of city executive makes rounds

Mayor Cherelle Parker and the District Attorney have responded after video was released showing a traffic stop on the Vine Street Expressway, involving Philadelphia?s Executive Director of the Office of LGBT Affairs, Celena Morrison and her husband.
