Woman killed in Philadelphia hit-and-run fell into roadway: police

Philadelphia Police Captain Mark Overwise told reporters that 24-year-old Tahtiana Diggs was in a parked car on the northbound side of the road with her two sisters. When Diggs exited the vehicle, investigators believe she fell into the southbound lanes and was fatally struck.
