Hit-and-run fugitive arrested after 78-year-old woman killed in Mantua: US Marshals

Jovan Lowe, 21, who was wanted by Philly police after a deadly hit-and-run in Mantua in 2022, was arrested by U.S. Marshals Tuesday.
