Philadelphia water main rupture: 4 million gallons lost, road collapses

Officials say four million gallons of water emerged from a busted pipe at Ninth and Montgomery. The Philadelphia Water Department says the large pipe brings water from storage/treatment plants to smaller mains to service homes and businesses.
