Dog found wrapped in plastic, stuffed in bag on garbage heap in Frankford

Wildwood?a tiny, emaciated Shih Tzu pup?was found wrapped in a plastic bag, stuffed into a black purse and?thrown onto a pile of garbage in Frankford. Now, the PSPCA has taken her under its wings and is working to find the person who abandoned her.
