A lawsuit filed on behalf of Wilmington residents claims the city?s ticketing and towing system, that allows seizures of cars for non-payment of tickets, is unconstitutional. The system apparently allows towing companies to scrap or sell seized cars after 30 days if accounts aren?t settled.
