Neighbors call for change after 4 shot at troubled home in Wilmington

Four people are recovering after a shooting just after 6:00 a.m. Tuesday near 10th and Spruce streets, according to Wilmington police. Neighbors say the home where the shooting happened has been a source of ongoing issues in the community.
