Police: Man, teen arrested in deadly street racing crash

PHILADELPHIA (WTXF) - Police have announced the arrest of two people in connection to street racing crash that killed a 3-year-old girl in North Philadelphia.

According to prosecutors, they have charged Hector Torres Jr. with involuntary manslaughter and related offenses. They've also charged a 17-year-old .

On August 8, 3-year-old Esther Palmer died in the crash. Police say Esther was thrown from her family's car after it was hit at 2nd and West York.

Police released surveillance video in connection to the crash, which they believe that's what prompted Torres to come forward.
