Father of two Ronald Williams, known as Peabody to his loved ones, died on an I-95 on-ramp in Chester. According to police, 46-year-old Tia Jones, of New Castle, turned herself in Thursday.

Investigators say they found evidence from a 2015 Volkswagen Passat at the scene and then got a tip that the car belonged to Jones. When they found her car in New Castle, it was heavily damaged and tested positive for the victim's DNA, according to police.

Authorities say she knew Williams and even talked to him for hours at the Boots & Bonnets Bar in Chester before the crash.

Friends are heartbroken he died alone on a snowy highway on a cold December night.

Jones faces several felony charges and is in jail on $250,000 bail.
