Feds charge school contractor, subject of FOX 29 Investigates report

A local businessman and lawyer, who was the focus of a FOX 29 Investigates report, has been charged by the federal government with allegedly embezzling funds from the School District of Philadelphia.

David Shulick, 46, of Gladwyne is charged with "fraudulently obtaining funds from the school district by submitting false budgets."

The U.S. Attorney's Office claims his co-conspirator was Chaka "Chip" Fattah Jr., who is now serving prison time for tax fraud.

The government alleges Shulick, who ran disciplinary schools, used the money to enrich himself and pay contractors for work performed at his vacation homes.

In 2013, FOX 29 Investigates reported documents it obtained appeared to show the school district paying for some of Shulick's personal expenses, including work at his Jersey Shore condo.

Shulick denied the charges. But now the feds have moved against him.

There was no answer when we placed a phone call to Shulick's home late Tuesday afternoon.
