Police officer featured on FOX 29 faces child porn charges

PHILADELPHIA (WTXF) - A Philadelphia police officer has turned himself in to face child pornography charges.

Tuesday, Officer Emmanuel "Manny" Folly surrendered to Internal Affairs after an investigation conducted by the Special Victims Unit.

Folly, 25 and a three-year police veteran, just happened to be the subject of a FOX 29 News feature on Nov. 14 because he's an undefeated professional boxer with an 8-0 record. Ironically, he talked about volunteering with children and teaching them how to box.

"I just want the kids to know that just because you come from an area and you see certain things, doesn't mean you have to adapt that type of lifestyle. You have a choice," he told FOX 29 News.

Three days after the story aired, on Nov. 17, SVU detectives served a search warrant at his parents' home, where he lives, because they traced a computer IP address that downloaded child pornography, and that IP address was registered to that home in the 3300 block North 15th Street.

They seized a laptop computer, a desktop computer, and a computer tablet, and sent them to FBI forensics in Quantico, Va., for analysis.

Folly was arrested and charged with sexual abuse of children, possession of child pornography; sexual abuse of children and dissemination of child pornography.

Police Commissioner Richard Ross suspended him for 30 days with the intent to dismiss at the end of that time.

FOX 29's Steve Keeley reports the detectives investigating child porn did not know about his volunteering with kids, and will probably widen their investigation.

SVU detectives have been proactively searching for people viewing, downloading, or sharing child pornography since March, 2016.
