FRANKFORD (WTXF) - Police have arrested the man they say is responsible for the neglect of his adult brother, who was in his care and found in deplorable conditions by authorities in Frankford.
Officers responded to the 4700 block of James Street Monday evening to conduct a welfare check based on information received from a concerned citizen. Police were told that a 66-year-old blind man was behind held against his will by his brother, who is the man's caretaker.
When police responded to the scene, they found the victim living in deplorable conditions. The trailer did not have running water, a bathroom or electricity. The victim was transported to Frankford Hospital for treatment.
After further investigation, 74-year-old Richard Moreton was charged with Neglect of Person, Unlawful Restraint and related offenses.
Neighbors tell FOX 29 that the community has placed several calls to L&I over alleged disputes with the man's caretaker over the last several years.
