One man critical after Halloween Parade accident in Toms River

A man fell off of his miniature gas powered cart during the Halloween Parade in Toms River.

80-year-old Harold Oswald from Willow Grove, Pa. attended the parade on Wednesday. Police say while performing various maneuvers in the roadway, Oswald lost control of his cart causing it to tip. The accident occurred around 8:40 in the morning.

Officials say then Oswald was thrown from the cart, he hit his head on the pavement. After being transported to the Jersey Shore Medical Center with a skull fracture, he was listed as critical but in stable condition.

After an investigation, it was discovered Oswald was not wearing a helmet at the time of the crash nor was the cart equipped with safety belts.

Police are asking people who attended the Toms River Halloween Parade if they have any information about the accident to contact police immediately.
