Police: Man charged in girl's kidnapping, sex assault

WILMINGTON, Del. (WTXF) - Police in Wilmington say they have identified and charged a 23-year-old man in connection with the kidnapping and sexually assault of a 4-year-old girl.

"Santucci did not care about the victim, or her parents, or what an incident like this would do to them," Col. Vaughn Bond Jr. said, "He did not care about the fear he instilled in every parent and child throughout New Castle County."
