Thiry minutes later, on the 2700 block of James Street, a man shot his neighbors. Patrol officers heard the shots and rushed to the scene, where they discovered a 45-year-old man and 42-year-old woman shot in the back of the head laying in an alley. Both were pronounced dead at the scene.

The gunman, their 69-year-old neighbor, tells police the two were trying to jump his fence. Police recovered the weapon and have taken the neighbor into custody. No formal charges have been made at this time.

As the city experiences at uptick in homicides compared to this time last year, Philly homicide detectives have their hands full. The rise in homicides is unfortunately coupled with a solve rate below 40%. Notably, the head of Philly's Homicide Unit Captain James Clark has been recently transferred.
