Philadelphia in Code Blue: Mayor Parker urges those unsheltered to seek city resources

With Philadelphia under a ‘Code Blue’ emergency, city leaders are speaking out about how to stay proactive in the snowy weather with frigid temperatures.

Temperatures on Tuesday and Wednesday are expected to reach the teens with below zero wind chills.

A cold weather advisory remains in effect from 6 p.m. Monday until 12 p.m. Wednesday.

Philadelphia’s Office of Homeless Services has opened 19 warming centers across the city. Some of them are open 24 hours a day. Officials are desperately trying to bring those unsheltered out of the cold.

"We add additional resources teams, the city adds additional resources, the police, the fire department. It’s kind of a all hands on deck. Checking in on individuals to make sure if they want to come in they come in" said Cheryl Hill, Executive Director of Philadelphia Office of Homeless Services.

Officials say shelters are not just for the unsheltered. If residents lose power or heat and need a place to go they are encouraged to visit a warming center.

Car accidents

Monday night, Fox 29 witnessed more than a dozen fender benders near the corner of 3rd and Reed Streets.

Pieces of shattered car bumpers littered the snow-packed intersection as several drivers were seen exchanging insurance information.

"Very slippery.  I almost wrecked but thankfully everyone is ok" said one driver who slid onto the sidewalk to avoid another collision in front of him.

"There must have been at least 20 accidents today" said Christine O’Neil, who lives a block away on Reed Street.

O’Neill painted and posted makeshift "Caution" and "Icy Road" signs along the street outside her home to warn passing drivers of the black ice. Unfortunately, the streets were so icy it became a day-long parade of minor crashes.

"Maybe in 10 minutes and there was four accidents so I stopped what I was doing and figured out how to make signs," O"Neil said.

Reporter Chris O’Connell posted about the problem on "X".

By 10 p.m. Monday night, Reed Street was shut down and a layer of salt had been put down.
