Police: Accused serial flasher caught after giving number to jogger while naked

DELTONA, FL -- Some people just never learn.

A suspected serial flasher is back in jail after he allegedly flashed a jogger who then asked for his phone number, held onto it for two months, and then gave it to police.

According to the Volusia County Sheriff's Office, on Wednesday, the jogger gave a tip to police saying that a naked stranger ran up to her in Deltona, Florida back in April. Until now, that incident had gone unreported.

Instead of fleeing from the stranger, the jogger says she stopped and spoke with the suspect even offering her phone number to him. However, the man was naked and unable to take down her information. Instead, he gave her his name and number.

Just after that information was given to police, another incident happened.

A little after 6 p.m. on that same Wednesday, a 38-year-old woman was outside of her Deltona home when she saw a blue Dodge Ram driving at a slow pace past her. On one pass, the driver flashed her.

The woman's husband then drove around their neighborhood, looking for the car and the flasher. He found one parked in front of a house on another street. He then returned home where he and his wife stood outside and waited for authorities.

The woman then spotted a man with clothing on walking down the street who allegedly looked like the suspect. Her husband questioned him and asked if he flashed his wife and the man nervously denied it and hurried down the street, according to the Volusia County Sheriff's Office.

However, with the information given from the jogger, officials were already narrowing down their search on the suspect.

That information led the investigation to the home of 23-year-old Jonathan Owens, the same home that the husband of the most recent victim saw the blue Dodge Ram.

According to the Volusia County Sheriff's Office, the vehicle was still warm when an officer arrived to the property on Wednesday.

The victim identified Owens as the flasher when he walked out of the home and stood in the driveway.

After being taken into custody, investigators determined that Owens is responsible for eight flashing cases in the Deltona area. He will be charged with eight counts of exposure of sexual organs and eight counts of lewd or lascivious conduct. The Sheriff's Office will file affidavits with the State's Attorney's Office.

According to the Volusia County Sheriff's Office, Owens admitted to exposing himself to unsuspecting women repeatedly since February. The age range for the victims is 15 - 50.

Owens is now in custody in the Volusia County Branch Jail on charges of violating his probation in a prior case of aggravated stalking of a person under 16 years of age.

The charges come from a case back in June 2013. Three girls - ages 14, 15, and 17, reported a vehicle driving by them several times as they were walking in Deltona. As the car passed several times, the victims noticed the driver masturbating.

The victims reported the license plate number and Owens, then 21, was arrested on several felony charges. In January 2014, he pleaded no contest to two counts of aggravated and was sentenced to five years of probation.
